Hands cautioned Sunday that investigators still don’t know exactly what cladding was used when the building renovation was completed past year.
Greg Hands told Sky News that “my understanding is that the cladding that was reported was not in accordance with United Kingdom building regulations”.
The government has promised a public inquiry, and police have opened a criminal investigation.
The Grenfell Tower disaster is now the deadliest fire in mainland Britain since at least the turn of the last century.

Sadiq Khan spent more than two hours at St Clement’s Church in west London on Sunday, as a service remembered victims of the disaster.
Asked if they would be looking specifically into manslaughter charges, he said: “Yes”.

Between 50 and 60 people stormed Kensington and Chelsea Town Hall as members of the public demanded the council, which owned the tower blocks, to give reassurances to the victims.
Prime Minister Theresa May was to chair another meeting of top officials in response to the tragedy.
Media reports have placed the number of people in the building at the time of the blaze at between 400 and 600.
“People raised these concerns, people were expressing issues regarding the safety and unsafe living conditions”, said Lancaster West Residents Association chairwoman Olesea Matcovschi.
She also said that the public inquiry into the fire would report back to personally.
In addition, British health authorities will provide long-term bereavement counseling for those who lost loved ones in the tragedy.
The cash payments have already begun, and are available from the council, the Westway Centre or from Monday through the Post Office in Portobello Road, as and when families need it.
